PT Semen Gresik Holds a Seminar on Delegation of Authority to Grant Business Permits in the Mineral and Coal Sector under Presidential Regulation No. 55 of 2022
Rembang, July 27, 2022 - PT Semen Gresik (PTSG) held a seminar with the theme “Learn & Share Pendelegasian Pemberian Perizinan Berusaha di Bidang Pertambangan Mineral & Batu Bara (Minerba) Sesuai Peraturan presiden No. 55 Tahun 2022” (Learn & Share about the Delegation of Authority to Grant Business Permits in the Mineral and Coal Sector under Presidential Regulation No. 55 of 2022) by presenting the Head of the Energy and Mineral Resources (ESDM) Office of Central Java Province, Dr. Sujarwanto Dwiatmoko, M.Si., at the Alila Hotel Solo, Central Java on Tuesday (26/7). This hybrid activity was also attended by structural officials of the Energy and Mineral Resources Office of Central Java Province and Production Director of PTSG, Reni Wulandari, along with the management and employees of PT Semen Indonesia (Persero) Tbk (SIG) and PTSG.
In her opening remarks, Reni Wulandari underlined that the purpose of this event was to provide SIG personnel with comprehensive information about the Presidential Regulation. According to Reni, Semen Gresik promotes compliance in all of its operations, so this aspect is a basic requirement that must be fulfilled in managing factory operational activities.
''The compliance aspect is part of our license of operating. This aspect aims to ensure that the performance achieved by the company can be sustainable and in line with the principles of good mining practices,'' said Wulandari.
According to Wulandari, the issuance of Presidential Decree No. 55 of 2022, which is the mandate of Law no. 3 of 2020, had been long awaited by the industry. The Presidential Regulation regulates the delegation of authority to operate non-metallic mineral and rock mining from the Central Government to the Provincial Government.
''We are pleased with this Presidential Regulation, which is also an amendment to Law no. 4 of 2009 concerning mineral and coal mining. Hopefully, the mining permitting processes can be better and more effective,'' she added.
Meanwhile, the Head of the Energy and Mineral Resources Office of Central Java Province, Sujarwanto Dwiatmoko, explained that the mining authority essentially lies with the Central Government. However, on April 11, 2022, Presidential Regulation No. 55 of 2022 was issued to provide quicker and more effective service. This regulation gave the Provincial Government the authority to manage mining permits such as Mining Business Permits (IUP), Rock Mining Permits (SIPB), and People's Mining Permits (IPR).
Dwiatmoko stated that the Central Java Provincial Government would not complicate the process of obtaining mining permits as long as the applicant submits complete documents and is committed to not causing environmental harm.
At the forum, Dwiatmoko provided a thorough explanation of the non-metallic mineral types that are allowed to be mined and the categories of industrial businesses that require IUP and SIPB.
Dwiatmoko also appreciated Semen Gresik for its compliance and commitment to implementing good mining practices in its management.
